J. MICHAEL SLOCUM
Mr. Slocum is a senior member of the law firm of Slocum & Boddie, P.C.,
specializing in contract law, corporate issues, federal procurement and grant
law, and executive estate planning. He
has more than twenty years of experience and has represented hundreds of small
businesses, universities, non-profit organizations, and even agencies of the
federal Government. In addition,
he has advised and trained universities, federal agencies and private
businesses on management, mergers and acquisitions, contract negotiation,
price and cost issues, contract administration, and other topics.
As an attorney, Mr. Slocum has:
Represented several universities and university research affiliates in all aspects of grants administration, including subcontract negotiation and administration.
Reviewed and negotiated the terms of all of the clinical research agreements of a large hospital research institute.
Advised the General Counsel of a large Hollywood studio in the negotiation of a large innovative agreement with a major university and the U.S. Army for the development of “Virtual Reality” simulation software. Also advised on the licensing of the technology for exclusive commercial use of the Intellectual Property developed under the agreement.
Litigated against copyright and trademark infringers throughout the Commonwealth of Virginia on behalf of a beloved children’s TV character, successfully bringing simultaneous actions against over nineteen defendants to quick settlement in the client’s favor.
Acted as general counsel to firms and universities that were primarily involved in U.S. government contracts, licensing arrangements, and assistance agreements.
Litigated contract claims and disputes before the General Services, Armed Services, Veterans, and Transportation Boards of Contract Appeals.
Prosecuted and defended bid and proposal protests before the General Accounting Office, and before agency activities not subject to GAO review.
Litigated Scanwell actions before the U.S. District Court.

appellate actions before the U.S. Claims Court.

Inference Corporation, Coats & Clark, NUS Corporation and Alfa-Laval.

clients in precedent-setting labor management proceedings before state
administrative boards.

clients and negotiated with DCAA, HHS, and the Department of Education
regarding disputed cost issues.

Advised clients and prepared corporate documents related to every aspect of organization, management, merger, and dissolution.
Represented corporate and individual clients in bankruptcy proceedings, personal injury cases, contract and lease disputes, government contract fraud investigations, real property title litigation, and other civil litigation.

and advised business owners as they developed “exit strategies,”
negotiated the sale or acquisition of companies.
Prepared the estate plans and implementing documents for such
clients as well as many other individuals.

Slocum has also been a much sought after writer and speaker on government
contract matters throughout his career.

Prepared materials for federal grant and contract related training for the Society of Research Administrators, the National Contract Management Association, the National Council of University Research Administrators, Texas Instruments, IBM, E-Systems; and for universities such as George Washington University, the University of Mississippi School of Medicine, Howard University, and Texas A&M University.
Written articles on government contracting and grants for national publications.
Served as a primary author of contracting regulations, procedures, and an automated contract preparation system for the U.S. Postal Service.
Designed and developed courses on Contract Formation, Contract Administration, Basic Contracting and Informal Purchasing for the U.S. Postal Service.
Developed
a contracting course for project officers of the Central Intelligence
Agency.
Developed
construction contracting courses for the General Services Administration
and the U.S. Army Corps of Engineers.
Developed contract management texts and training materials for the Naval Research Laboratory, the Naval Electronics Command and other Navy facilities.

Developed acquisition and procurement manuals, training courses, and reports for civilian agencies, including: Contracting for Services (GSA Public Buildings Service, USDA Science and Education Administration); Small Purchases (Public Buildings Service); Field Acquisition (Science and Education Administration, DOI Bureau of Reclamation); Contract Administration and Project Monitoring (U.S. Geological Survey); Procurement Automation, (GSA OIRM); Price Analysis (GSA Office of Procurement Policy); Basic and Advanced ADP Contracting (Health and Human Services).

Washington University Government Contracts Seminar Program.

many programs on Research and Development contracting and assistance
topics to thousands of university, hospital, and non-profit managers and
administrators, as well as investigators.

programs on Misconduct in Science, Conflict of Interest, and Federal
Ethics Issues to Principal Investigators, Clinical Researchers and
Executives in Research institutions.
Taught courses on industry-university contracting, federal contracting, and subcontracting to hundreds of representatives from major research universities.
Taught courses for the Naval Research Laboratory, the David W. Taylor Model Ship Basin, and NAVELEX on Contract Management for Technical Personnel.
Taught construction contracting courses for the General Services Administration and the U.S. Army Corps of Engineers.

Price Analysis, Contract Administration, Contract Law, Advanced Contract
Law, Service Contracting, and other topics to thousands of personnel from
almost every civilian agency.

ADP contracting to Federal Computer Performance and Simulation Center,
Office of Software Development, and the Health and Human Services
Administration.
Mr.
Slocum began his career in procurement with the GAO Legal Reference Section. After leaving GAO, Mr. Slocum became a project manager for
Sterling Institute. He then became
corporate counsel to Management Concepts, Inc.
In 1980 he began private practice with his own law firm, which
specializes in contract law, corporate issues, federal procurement and grant
law, and executive estate planning.
Mr. Slocum is an honor graduate of DePauw University, and he received his J.D. with honors from George Washington University National Law Center. He is a member of the Virginia State Bar and is authorized to practice before the Fourth Circuit Court of Appeals, the Circuit Court of Appeals for the Federal Circuit, the Claims Court, the Tax Court, and various federal district and bankruptcy courts and was an Appeals Reviewer for Department of Commerce A-76 Appeals. He is a member of the ABA Section on Procurement Law and a member of its Research and Development Committee. Also, he is a member of the Society of Research Administrators and a past Board Member and Chair of the Commercial Division. He has received letters of appreciation from the President's Council on Integrity in Government and the Defense Logistics Agency Inspector General for services on behalf of those organizations.
